:06. president obama flew back to washington from hawaii overnight to work on the plan to avoid the "fiscal cliff." cbs reporter tara mergener says congress remains gridlocked and fewer americans expect any progress before the new year. >>> reporter: senators and staffers will be filling these empty hallways today trying to work out a deal to avoid the "fiscal cliff." higher taxes will give the average american about $1,500 less to spend next year. and economists believe the $110 billion spending cuts will result in more layoffs. senator harry reid has a plan to keep taxes low for everyone making less than $250,000 a year as well as short term spending cuts until a bigger dooley can be reached. >> it is going to be a patch because in four days we can't solve everything. >> reporter: while senators try to brave the bad weather that has hit many parts of the country, in order to make it back here to washington, house leaders say they will not leave home unless the senate passes its bill first. >> good morning? >> reporter: house republicans scuttled the proposal from speaker john boehner last week
time the waves start moving through the pacific ocean and in 21 hours it hits the coast of hawaii. so everybody was affected because of that. in mexico, for instance, the variation of time was 1 1/2 meters. as you can see there, when that happened, 3.34, immediately we have different waves. the high of that wave was at about 50 meters but one hour after that in one place we start having waves of 30 meters. a happened in the island of guata after that, 7:00 in the morning we are still having different waves at different places in the coast arriving every 30 minutes and the average high was about 15 meters, which is a lot. another massive effect was that the south american plate jumped over nafka plate, or nafka plate gets down. we moved 3 meters to the west and at the same time we lift up at about 3 meters in certain areas. so navy -- this is very important because in some places where you are supposed to get into with your ships, not any more. so a hydrographic survey, certain port was absolutely mandatory when you have this event. i said to the australian staff, because of that

-back ever. >>> president obama will spend the night aboard airforce 1 making a red-eye trip from hawaii to washington. when he arrives on thursday, it's right back to budget negotiations with the fiscal cliff deadline less than a week away. >> reporter: as the president wrapped up his vacation, federal workers trickled back into the nation's capital. the only people who can avert the fiscal cliff, members of the house and senate, have not returned. and in just six days, a 2% payroll tax is set to expire, along with the bush-era tax cuts, shrinking the average worker's paycheck in 2013 by about $1,500. long-term unemployment benefits for about 2 million jobless americans are also set to expire, and $110 billion worth of spending cuts to domestic and defense programs will kick in, forcing layoffs in the public and private sector. if congress doesn't act, all the cuts and new taxes will squish the economy back into a mild recession by mid-2013. the impact of some of these new cuts and taxes wouldn't be felt immediately on january 1st because the irs and other agencies didn't expect it to

. the president is cutting his vacation short to face the fiscal cliff. is he leaving hawaii for washington tonight. if lawmakers don't come up with a deal before the deadline your tax refund could be delayed by months. we are live in the washington bureau to explain more. >> reporter: brian the irs said without a deal as many as 100 million taxpayers may be forced to wait until march to file their tax returns. congress has to vote on the wealth tax and it needs to be adjusted for inflation. both partisay they would agree to it but it's all tied up in the fiscal cliff mess. tax filing season starts next week but the irs would put a hold on that for some. officials would wait for a deal in the new year instead of doing serious reprogramming to their tax system. filing would then be pushed back to march for millions. with refunds coming much later than usual. especially for those who plan on paying off credit card bills that often pile up after the holidays. now all of this could be avoided a deal before the deadline monday night but some long time lawmakers fear it won't happen, more on that
